What is the best size of tire to put on 17 and also 18 inch rims so that it would looks good and not rub or anything on a stock hieght car , would it throw off the speedometer??

when i start my 97 5sfe engine : sometimes it revs up and then just stalls , and other times it idls on very low RPM when it is supposed to be high ! and i had to press the gas pedal and rev it a lil ...
