Could be the clips or the pads. I've gotten a pair that just had a bad tab on the edge. But if your missing clips then i think its safe to assume that...

If it's all the time you probably either have the heat shield rubbing the rotor or the clips for the caliper brackets rubbing the rotor.
Did you bleed...
