I've spent at least an hour looking for the front lip that only fits 96-99. It looks similar to the toms lip but reaches closer to the floor and the part that wraps around front fender flares out a bit.
I remember seeing it on a Russian Celica forum, on a Orange Celica... Help!

One of the nicest looking lips is the eurou but I not sure if it fits on preface or the 96+ models
