In coolants, it's the ethylene glycol (an alcohol), also used to avoid freezing at below 30*F (that's why it's also known as anti-freeze).

The radiator cap, however, is what is used to increase pressure in the system. When water is submitted to a pressure higher than atmosphere, it boils at a higher temperature. It's something like 212*F at 1 atmosphere, 14.7PSI or 100kPa, or 1 bar. Submitting it to a higher pressure (most radiator caps increase pressure by 0.9bar which is like 12PSI) makes its boiling point higher. (something like 232* at 1.9bar)

Dont forget the pressure.
Vaporization of a liquid into gas is a product of temperature and pressure.
The more pressure the radiator cap holds, the higher the boiling point.
