Is there any way to wire all four headlights to come on, so you can flick between high and low, but all 4 are on at all times?
Tried searching the forum but nothing is written on it.

You could wire a daylight circuit that will lit up the high beams at a lower %. Maybe you can then wire directly to your low beams and use their power source or use a relay to trigger to whole thing. But you might be fine wiring directly since it won't consume that much power especially if you are you using HIDs.

you could switch you hi beams to h4 bulbs then make a couple of harness modifications to double the plugs on your low beam harness, and convert your hi beam harness to fit the alternate pin pin the h4 bulb.

that way your light switch wont need any modifications, and it'll function like normal only with 4 low beams and 2 hi

That won't happen without serious modification. The high beams use a 9005 bulb which is a single filament bulb, meaning it is only intended to put light out where the headlight housing aims it unlike a dual filament bulb which has a headlight housing designed to aim the light to different places depending on which filament is illuminated. The Celica's headlights were designed to only direct the light from each housing to one place, and changing bulbs won't change that fact.

You can imitate a DRL setup which will keep the high beams on at half power, but regardless you will still be aiming your high beams up into oncoming traffic which is downright dangerous and illegal, half power or not. Daytime running lights are safe during the day, but still blinding at night to other drivers.

The only way to actually do this safely would be to replace all four bulbs and headlight housings for a dual filament setup.

Convert to quad projectors, with the type that is both high/low beam in one projector, that switches by changing the cut off.

Bi Xenon are the type of projector that is both HI/low bean in one bulb/housing. it raises the cutoff at will by energizing a solenoid. you will have to do the retrofit yourself, but you will end up with 4 low beams, and 4 hi beams, when needed. they all use a SINGLE bulb per housing, so only needs 4 bulbs/ballasts which will help simplify wiring and reduce cost.

This is something I wanted to do as well.

I don't know if OP is ready to spend ~$600-700, but I don't see anything wrong with running the high beams at a lower voltage. It will not look as there are four identical lights and may start to blind oncoming traffic at midnight, but it's going to be cheaper.
