You can imitate a DRL setup which will keep the high beams on at half power, but regardless you will still be aiming your high beams up into oncoming traffic which is downright dangerous and illegal, half power or not. The only way to actually do this safely would be to replace all four bulbs and headlight housings for a dual filament setup.
Is there some type of modification to lower them and raise them at will? Or is there any car that does this
