well, either you take the downpipe off and see if the flapper is hanging on the downpipe flange, and grind the flange to create more clearance, or the actuator itself could be bad, which you can test by putting 7-12psi to the actuator using compressed air or a bike tire pump, and watch the arm movement. pretty straight forward stuff.

ok buddy, I'm pretty certain my actuator is bad, should I try and get a universal one off ebay?
