MS is a great unit but you have to build it and tune it. for your case, an S-AFC will do the job

Well he did ask for an Engine Management Unit... but a SAFC should work fine for you

What engine? I'm assuming 5S? SAFC will do the trick for that low of boost levels. It's been done numerous times. Megasquirt is...OK at best....on the right application. It's not worth the headaches for a low boost/low HP build.

When your computer can't control your car right, MS does help (my case)

Also, scaling down injectors with a SAFC is bad. It also advances timing.
