Does anyone know if there is a company producing rear wheel drum to disc conversion kits for 94-99 Celica ST's?
There is no company who produces it. But there is a real good how to on it in the How to section on the main page that lists all the parts and steps to install.

aside from the better looks,

what else does this do for the car?

my car stops really well with stock brakes. next time around i will get some ceramic pads and slotted/cross drilled rotors for the front.

but will it make a noticable difference?(rear disk conversion)

If you do track days it will, otherwise no. Drum brakes have virtually no cooling so they will get hot and stay hot after several aggressive stops. Disks have much better cooling and can easily have air ducted to them to cool them further.
I if your sponsor makes the swap kit ill be the first to buy. i hate doing auto x events and after one run my brakes not responding as well.
