How does it run when you're driving it/giving it gas? It could be bad/old gas or it could be something as simple as the idle control screw. Just ask a lot of questions of the seller and make sure you test drive it thoroughly to make sure the problem is limited to idling. And at $700 you can either part the car out to make some money or you can find another 7A-FE engine to swap into it if it turns out to be something catastrophic.

just bring along a can of throttle body cleaner when you go to pickup the celi. it sould work.
