I'd suggest wiring them to the parking lights with a fuse and through a relay to the battery. Not just directly to the bat, or you may suffer a drain. When I did aftermarket fogs on my Camry, it came with a decent relay/wire harness that worked well.

You can't convert over to the different stalks (easily), too much wiring and crap. Just use an after market switch either in those little pop out plastic pieces or in that circle by the left vent.
