I am not able to leave feedback for some members. Is there anyway to fix this issue?

I havent had a problem? What happens? You should be able to just click their score on the side of their post and click leave feedback.

why would i leave feedback for myself? LOL. i tried leaving feedbacks for several members but it's not working. it's telling me to contact a mod 
I would clear cookies and see if that helps. If not try a different computers. Does it do it after you fill the feedback sheet out and click feedback, or you can't even get to the area that you fill the feedback out?
I've been trying for weeks. I've cleared history, cookies, etc. It does it after I've done the feedback and have submitted the request.
