How hard is it to take off the rear bumper cover and replace it with another stock one? Do I have to remove anything else first? And about how much time am I getting into? What tools will I need?

You first need to remove the interior boot backside trim.
So you can then take out the tailights
From there you can take out the rear bumper.
So you can then take out the tailights
