I went to smog my car and it failed the NO (PPM) at 15 mph and 25 mph

15 mph MAX 708-I measured 1250!
35 mph MAX 746-I measured 1442!

Does this mean i need a new cat?
Or a new EGR valve?
Possibly my timing?

NO is indicative of high combustion temperatures, lean AFR.

Presuming your other results were well within spec consider the EGR, check for intake leaks, your AFR (unlikely to be injectors as you'd notice rough running), fuel leaking around the intake, and make sure your catalytic converter is up to temperature when you get tested (common mistake to take an engine in cold or just barely warm). All of those are much cheaper fixes than replacing your catalytic converter.

First off you should make sure your EGR filter is not dirty. If it is, you can chean it with some sensor clean spray... well just a type of cleaner (brake or throttle) is fine too.
If it is clean you have to see if your EGR is working. (usually ifs it not working your going to have a code anyway)

here is how you can check it manually. (you need 2 guys)
1. warm up car
2. jump terminals TE1 and E1 (diagnostics port @ driver fender apron)
3. disconnect the hose furthest from the firewall on the VSV directly to the intake manifold.
4. start car
5. disconnect the hose closest to the driver side on the EGR. (get ready for the hard part)
6. ask your assistant to rev the car to 2500rpm
7. you should feel quite a bit of suction between the last hose and the pipe you disconnected (if you don't your EGR isn't working properly)

The following is a list of things that causes HIGH NOx Emissions
- inoperative/ ineffective exhaust gas recirculation system
- excessively lean air/fuel ratio
- 02 sensor malfunction
- engine deposits or mechanical defect
- malfunctioning or missing catalytic converter
- excessive spark advance
- faulty thermostatic air cleaner system
- defective air flow meter

TIP: make sure you have a CAT! if you do, well you could try this: empty your tank of gas, fill like 10L of 94 gas the has *10% ethanol* in it. Run you car nice and hot so you really heat up your cat. Than take the test! Usually that's how we pass our NOx test here. GOOD LUCK.
