.so i traced a red and black wire going somewhere inside the seat.how does this thing turn on??dont have a seper8 switch for it like in my bro's cruiser
.anyone know how this works(turns on/off)??is it connected to the A/C or something??

If there is no factory switch, and you have no missing switches, then I'd say your seats are just prewired for it. Find a way too hook it up and a place to mount the switch.

Your car doesn't have heated seats. My car has that fuse too. I also have a fuse for power seats, which I don't have. I have fuses for all kinds of nice options that my car doesn't have. Toyota prewired the car, as Swissferdi said, and never installed the seat heaters. However, what you can do is buy the seat heaters (they are like $75 apiece or something like that from Ebay) and install them and some switches yourself. Batman did that in his car.

But you can buy the seat heaters and install them yourself, leather seats or not. But if you are going to put them in there, you might as well save up the money and buy some new seat covers

I also thought this at first sight of seeing the fuse for the "heated seats".
I think the fuse box Toyota made must be used in different Toyota models that have heated seats as standard.
This got me thinking, Living in England its very cold during winter so I decided to mod my seats and fit seat heaters under the fabric

I've owned an SS-I, SS-III and GT-Four and none of them had that panel. I've seen the fuse, The SS-III and GT-Four only had 1 set of wires to the drivers seat (for the seatbelt warning light), But I do remember (If my mind isn't playing tricks on me) a second set of wires going to the driver seat in the SS-I.
Interestingly though, Theres a set of wires also going to the passenger seatbelt, which doesn't affect the status of the warning light.
Theres also been some speculation about the wing mirrors having defrosters too, According to some UK members they have mirror defrosters, we all know Japan has power folding windows, I've never seen my mirrors defrost or felt anything hot under my bum (trying to remember back to the SS-I but I don't think so, I would have known for sure.)
The lack of switches may not mean anything though for a model that is truely supposed to have seat heaters, Especially look out for the SS-I model, I don't see why it couldn't have been combined with the climate control when u turn the dial past the 25 mark.
I remember looking all over for a dash dimmer when I got my 1st Celica, It wasn't till I saw it in a US pic (I recognised the symbol from my old Ford) that JDMs just get a black blanking button in it's place!

I dont think they are for the seatbelt, mightbe the standard loom just no heated seats, it goes right into the middle of the seat right, wintersun post a pic and we'll also post a pic, see if there is any difference?

The celica deffo didnt come with heated seats as an option. I fitted heated seat pads under the seat fabric when I changed the upholstry. The switches are from a different Toyota. A sienna I belive. I wired in the heated pads to the switches.
I also have a wire under the passenger seat going to the seatbelt. I think it's a standard loom as the one of the two wires the the connector has been cut.
The Uk GT4 has heated mirrors, but as far as I know the jdm version don't. But then in the fuse box the fuse is in there. So maybe itsa matter of a couple of connectors to
make them work on the jdm celica!?
I will post up photos for you later of the connectors I found under my seats

My SS-III seats def came prewired for heated seat option. I have no idea if the wires just run into the cloth and stop or if the pads are installed inside waiting to be wired to the switches. In Texas a heated seat isn't needed very often

on jap cars and maybe usa there will be a 2 wire connector under the drivers/passenger seat, this is for the cat temp sensor.

Black wire is for seatbelt warning lamp which clips into a connector mounted under the seat.
Blue wire is for the heated seat.

And this is what I came across when I replaced the carpet, a whole load of leads and cables. No idea what they were for, prehaps the original owner had a dvd system installed as there was video in/out cables with this lot!

there will also be a wiring plug with a brown and a yellow/green wire on some cars.
