1 inch spacer. Will give you an offset of 23. Will have a bit of poke and will need stretched tires.
(1 inch (25mm), a 15mm spacer should work nicely for you if you still want the wheels to tuck. Give you 33mm offset.

Depends on definition of flush. If by still fit in the wheel well, then yes.
