I'm not sure what material it is made of. Definitely not fiberglass though. I think it's either ABS or Poly but I'm not sure.

It came this morning! Since it is my day off I had time to paint and install it. Just from the test fit I could tell it was not going to need any modification to fit the 95 bumper. Good info for any other prefacelift bumper guys to know, the Tom's lip bolts right up and fits great. I'll roll with it until I find a facelift bumper. Thanks again goferris for a great transaction!
