I am on a budget so I figured I could do some h7 projectors for a retrofit over the good stuff. The problem is the projectors are meant for high beams. Would I still be able to use this as my lows on the Celica?

I wouldnt think that it would be a good idea. The cutoff is what controls the light output on your headlamp. maybe you could make your own cutoff shield but i dont think it would be very easy to obtain a proper cutoff. there is no improvement over your stock headlamps if you dont have the lowbeam shield.
as he said, the cut-off is missing or completely different on high beams, I guess you could modded for low beam output, but why not just look a little more and find HID low beam projector ?

for a tight budget go a local junkyard and buy some busted headlamps from a Lexus, Cadillac, nissan and others than came with HIDs from factory, if the headlamp is defective they won't ask much for them and all you care is the projector itself.
