PERSONALY!! i'd take a reg tie... Tie it arround your neck, and then coat the hanging part in FG resin (w/ standard amount of MEKP) then cover than in the Carbon Fiber, and coat again with the clear-res w/ catalist... and make sure it's on a flat surface... then you'd end up with a CF wraped tie, that is able to tie and untie. 
and it'd be stiff as crap, but that'd set it apart from other ties
