The AC condenser fan should always have power, and the relay supplies a ground. If there's no power at this fan, then its the CDS fuse.
If it has power, pull the #2 fan relay and make sure pin #4 on the fuse box has a good ground signal and pin 3 has power. Then jump pins 3 and 4, this should start the fan (and means the relay is bad).
The radiator fan is a little different, but the relay operates the same way. Pull the #1 fan relay and verify that pin 3 has power (which is coming from RDI fuse) and pin 4 has a ground (which is going through the fan). Jump these two wires and the fan should start.

Neither of the fans work, even with the aircon switched on. If I wire the fans directly to the battery, they work so I know they are OK. I've been told the sensor in the bottom of the rad is bad, so I've ordered a new one from Toyota which I will replace this weekend. Failing that, I guess both the relays or associated fuses could be faulty but I'm hoping its just the sensor. In any event, where are the CDS and RDI fuses located?
