Are you reffering to cutting the bump stop? becuase if you are, you dont cut it while its still on th shock. You'll have to compress the stock spring a litte to take the top-hat off. Then, once you have the top-hat off, you will simply be able to slide it off the shock and it will be easier to cut. Then you put it back on to the shock you'll be using followed by the the new spring and top-hat. Hope this helps.
And if your asking becuase you already installed the shocks back on the car, than i would get something sharp and slowly cut around the stop being careful not to strike the metal on the shock. ALthough if you did with a razor blade, i doubt it will hurt it any.
