Which turbo lag??? Ive driven the car with the 3s-ge of course. And it behaves just like a 3s-ge untill you get to around 3000 rpm and start to think there is something done in the engine bay

You could start by checking your O2 sensors. Whether it would be 1 or 2 sensors, it might have gone bad that's why your check engine light is on and your fuel mileage is bad (Happened to my car when I had the 7AFE motor in it). Change those and...then get a tune up. That should fix your problem.
Did you ever pull codes for the check engine light? The light is the computer saying theres something wrong. Thats probably your gas mileage issue. Im betting its code 21 O2 sensor.

That wont do much good. unless you get the car running the way its suppost to. Then it is still a waste of money. Stop beating around the bush. Diagnose the MIL and get it fixed right!
