So, whats the differences between a short ram intake and a cold air intake? Pros and Cons that is. Im trying to get one to save on gas more than anything.

short ram doesn't do any better than a quality drop in filter. The short ram sucks in a lot of engine heat. A cold air, if done right, should end up sitting as far away from the engine as you can get it, causing you to suck a lot of cold, fresh air through more-than-factory-straight tubing

You wouldnt notice much fuel consumption difference, because you've a different intake.
If you really want to save fuel, analyse and change your driving style
Between the short ram or the cold air, I would have to choose cold air intake.
But I myself have a K&N panel filter which I am quite happy with.

i bought an injen and man that thing is nice, its loud and comes with a heat sheild. its a short but it wouldn't suck that much hot air its get somewhat cold air from the bottom air box.

On my last car, I ran a filter on the throttle body. I don't know why, but it seemed more responsive that way. I've had the ram intakes on the Celica, they aren't bad. They're loud. Now I have a CAI in the fender. It's an older filter, but its okay. I didn't notice too much more pick-up. But I had a box made to inclose the filter in my engine bay. And I had all that crap in the left fender removed, and made a scoop system to force air onto the filter so it was cold. This was louder than the CAI, but just as affective. I switched because of the loudness and the hassle of removing it when working on the car.

Best thing to do to increase fuel efficiency is regular tune-ups... and if you're too cheap for those then buy some "Lucas Upper Cylinder Lubricant and Fuel Injector Cleaner"... worked for me.

I would say to go with the CAI. It would help fuel efficiency and would add some power. Also like CelicaZR said you yourself would make an impact in how much fuel you use just by how hard you drive.
