Ok guys, i am ready to buy a turbo and i was qouted a price of about 350 shipped for a turbo that is a ct-26 with...T04E 46trim compressor wheel in it and a 10 degree clip on the turbine wheel....

Is that worth the money? and also is that what a ct-27 is?

No a CT-27 I believe has a ported exhaust turbine so it can flow more exhaust.

That is an upgrade, but it doesnt compare to the CT-27.

Depends on the mileage. Anything below 50 I could see being worth it.
