simple answer.

no
Simple answer... no.

Detailed answer... you won't pass because of the lack of an EGR system and because the engine being sourced (if JDM) is not a CA emmision certified engine... not to mention the engine must be from a car of equal age or newer. It's possible to maybe find a USDM 1994-1995 MR2 Turbo and do smog legal 3SGTE swap, have it inspected by BAR, and have it be labeled smoggable... but that's hard, and expensive... not to mention there are less than 300 94-95 MR2 turbos in the ENTIRE united states. If you do a JDM motor... there's no cheap/easy legal way to get the engine legalized and smogged. Under the table every 2 years is what most people do. They pay smog stations to "overlook" the EGR, the illegal Intercooler, the illegal turbo, the illegal intake, illegal exhaust manifold... and so on... I don't mean to discourage... so I'll just say... know friends who are friends who are smog techs.

yeah no is the answer, I would have the car tested the day befor you swap, that way you get two years to figure it out.
passed mine last year for $200.
In washington if you have more then 100$ done to your car, then it will pass, Or at least that is how it was with my dads van. It would not pass and did not have all the smog **** on it.
but that 100 has to be documented and towards repairs to reduce emmisions... thats how it is in ohio right now i believe
That I am not sure, but your probly right. When I took my car down to be smog tested, they didnt look under the hood or any thing. I think they only check if you dont pass your first time /shrug.
