the 5sfe have dohc but one cam is driven by the belt, and that cam drives the other cam, why is it set up like this , why not just two pullys ? what are advantages and disadvantages?

i just installed new e-brake shoes in the rear, everything is all set up, except that it doesn't work, if i pull the e brake i can still push my car backwards, something is wrong and i can't figure it...
