Make sure the dimmer is hooked up. That switch when not hooked up causes something weird like this - I can't remember the exact effects but I know for sure that the lights will not come on.

Mine went header->cat->flexpipe->cat->res->muffler. I'm not sure if it's diff cause you have the no-cali spec OBD-I or if you are just not seeing it. IDK
