That I don't know for sure.
Going by what I know of Toyotas, I would guess yes, they are steel.
Toyota seems to not worry quite so much about longevity for thier market [JDM], hence the ceramic turbin...

Has nothing to do with OBDI or II.
If it has a knock sensor it can [and will] pull timing if it senses knock.
That's the purpose of the sensor.

Assuming you did it correctly, and use the right ranges, yes [barely].

Try the dielectric grease first, or just get new belts.
You want 1/2" deflection for every foot.
If you have less than a foot you want less than 1/2" deflection.

Most likely either a pad shim or one of the "fit clips" that the pads slide in is loose and wiggling.
Or possibly the pad itself.
Once you put pressure on it, it can't move.
