If you have spark and fuel, check your timing belt, make sure it didn't jump teeth.
If you have spark, fuel and compression your engine WILL start, so your missing something somewhere.

You probably have the old 5SFE wires on the engine still.
As already said, stick with OEM [Toyota] wires.
If you can find NGK those are good as well.
The cap matches the wires, so if you have a 90/91 ...

Make sure you have the parts installed correctly, E brake drums are slightly different than regular drums.
You can slide them around to make them centered.
Also, make sure you have the correct rotors.

Your problem is the shoes aren't centered.
Forget the cable, adjust the shoes in as far as they go, then center the shoes.
If the drum [rotor] wont' fit, move the shoes around until they do.
