The top hats should be the same for all Celicas from 86-99.
That being said, if I was going to purchase top hats only, I would go with the TechnoToyTuning units.

By the look of it, those wheels are 18s minimum. probably with a 205/215 40 sidewall. Looking at the stretch, I would guess that they are 205/40/...
