Yes you have to remove the wires and yes you have to solder new LED's. Pretty much the reason why I'm not gonna do it. I'm not confortable soldering on such an expensive component.

That's not gonna fail you on smog. Do the tuneup [especially ignition ie plugs, wires, cap and rotor - you wanna burn as much fuel as possible] and if you can afford it replace the o2 sensors and cats...
