You could wire a daylight circuit that will lit up the high beams at a lower %. Maybe you can then wire directly to your low beams and use their power source or use a relay to trigger to whole thing. ...

If you go with white bulbs you will have dark spots and you will have to sand down the back of the cluster or you will have a greenish color added from the transparent part.
