i've fixed alot of touchups like that especially on bumpers, but since you dont have the tools it'll be harder. I'd suggest taking it to a nearby shop that could do it, all they would do is sand it do...

I had this exact problem when i first got my celica. i got rid of it by buying a new pulley (which helped a little), and by adding power steering fluid which finally got rid of it.
