Yep, there were some factory radios with built in type amplifier, and some with an external amplifier. They can be bypassed and removed when installing an aftermarket radio.

My Celica is federal spec and I have never noticed a difference between the fed spec ECU and Cali spec ECU in terms of power/torque.
