I'll measure it over the weekend. The rusted part is the shaft it self and ball joint cap. Brakets are painted and bolts are SS and thy're still good....

2000grit is like polish paper, you didnt really take much off, just added shine...

All 94-99 Celica bumpers will bolt on fine, except the gt-four bumper.
Then there are always ricer bumpers, but you asked for something that bolts rig...
